I already said that Microsoft won't let me download any version of direct x and I cannot connect to microsoft servers for some reason to install any different versions of direct x. The download page opens and then shifts to "Internet Explorer cannot display the webpage." I have already tried downloading from different internet connections.

There was some kind of virus that don't allow you to access the MS sites or download from them and I think any antivirus sites too.

Have you checked your system for malwares and/or viruses like I said before?
And check your HOSTS file; something probably rewrote that file and made Microsoft website domains being redirected to somewhere else.
The HOSTS file is usually in this folder :

C:\Windows\System32\drivers\etc

Go check that and do yourself a favor.
