video card for Shadow of the Colossus

hello,
I have a PC with CPU i3-7100 without video card and 8GB RAM.
I tried several ps2 games and they all run at full speed, some even at 3x 1080 resolution:
Ridge Race V (full speed with 3x 1080 resolution)
ICO (full speed with 3x 1080 resolution)
PES 2013 (full speed with 3x 1080 resolution)
Bully (full speed with native resolution)
Dragon Quest VIII (95%-100% speed with native resolution)
The Simpsons: Hit & Run (full speed with 2x 720 resolution)

The only unplayable game is Shadow of the Colossus: speed 50%-70%
What video card do i need to run it at full speed?

something like a 3090 Ti *may* bring you near full speed most of the time.
try the game on your real ps2 console, you'll understand what i mean

thank you. but 3090 Ti is very expensive Wacko
btw i have noticed that GPU uses only 20%, while CPU usage (EE) is 99%. maybe it's also a CPU issue.

EDIT:
i have tried to set "EE Cycle skipping" to "Maximum" and now it is playable and speed is always on 100%. but it's a bit strange (too fast).

More a CPU issue, yes.
Pushing vu cycle stealing speedhack a notch helps a lot with this game
