what is the meaning of EE % & GS %
and if GS & EE is less than 100 then what should i do

If they're less than 100% and you're getting 60 fps, then do nothing. It's a good thing.
They're there to tell you how demanding a game is. EE is usually CPU and GS is usually GPU.
If they're at or near 100% and you're getting < 60 fps, then it means the game demands more than what you have.
If they're both less than 100% and you're getting < 60 fps, then...uh...¯\(º~°)/¯
