first of all download the latest SVN from the home page

now do the following :
1- oh enable recommended speed hacks
2- enable VU cycling at level 2 , level 3 get it kind of laggy ( false FPS )
3- enable MTVU
4 chose GSDX SSE4 from pluin BIOS selector ( give AVX a try too

)
5- use DX11 hardware mode GSDX configuration
6- raise the resolution a bit ( you can run it up to x4 native with that GPU )
this will make your game near perfect !

@OP, user newer SVN build that has MTVU, and then enable recommended speedhack+MTVU on emulation setting.
no need to enable VU cycle stealing, should be more than enough for 2500K to handle gow 2, even on stock.
if you're using 0.9.8 release (without MTVU), you need VU cycle stealing, just to make sure it always stay 60+ (occasionally drop below 60 without VU stealing on 4.2GHz 2500K)
