i cant play it on my pc... ive checked all but its not working on me...
and it says that i should update my directx.

You should update your DirectX. I think it is the August Redist 2009 now.
is it safe on my computer?
It should be, after all, DirectX is developed by Microsoft. The same company that made your Windows XP Professional.
but my Directx is already 9.0c

Is it the August 2009 Redist package? If not, then no.
how will i know if it is?
If it's still saying you should update then yes it's probably that it isnt updated, if you havent updated since directx 9.0c that was a long time ago.

Microsoft release bi-monthly updates to Direct x 9.0c. The problem is there is no clear indication of what bi-monthly release a user is using. The version number in DX Diag never ever changes except when upgrading from a previous generation of direct X (Like direct x 9 to direct x 10).

You should install the latest bi-monthly package released by microsoft to ensure optimal performance in all direct x related games. The installer will overwrite an existing installation (with the new version but will not replace a newer version if a newer version is already present, so you can't downgrade to an older version by mistake.
