It can be caused by the image stretching due to higher internal resolution. Ticking "native" in the graphics plugins solves this problem. To my experience it only happens on the character select and intro screens.
It's a problem with some games, try internal resolutions like 1200x1200, 1020x1020, 1070x1070 or ticking native as jadariin suggested.

Well it didn't solve mine I have same problem the evenly placed lines one and native only makes the resolutions look really bad I play it at 1024x1024 and I was really very surprised at even that resolution FPS was like 28-35 in DEVIL WITHIN mode hehe looks like my old pile of dirt IS good for something after all but anyways the lines just won't disappear
i have a problem playing tekken 5 on pcsx2 0.9.7 r3113 beta

the frame rate is arguably decent cause i'm running at 60-80fps when frame limiter set at maximum 80fps but in some stages, particularly the garden and final stage the fps is still around 60-80fps but the movement of the characters are very slow, i was wondering if why does it happen. i have some screenshot of my settings below. hope someone could help me.

pcsx2 0.9.7 r3113 beta btw is a great release coz i was struggling to run this game at 60fps on earlier versions.
Dont use speedhack too much, especially vucycle stealing mixed with EE Cyclerate x3 because can give you bogus FPS.
if you want to get back the speed you will loose from using less speedhacks put both clamp modes to NONE and try using superVU (both maybe create problems so just try them)
well i avoided using EE cyclerate x3 and just sticked to the vu cycle stealing and it turned out okay, the fps displays more accurately now. i can't actually set the clamp mode to none because it causes the slow stages to only display a black screen, better only having 50-60fps than black screen i guess. i think the superVU option helped out as well, thanks guys for helping me out. i'll just try to avoid the slow stages as much as possible if i can, i'm actually happy that the new beta r3113 is doing quite well with tekken 5, i only had around 45fps with previous versions but now i'm able to go way beyond 60fps.
