Try setting Clamp mode to none in:
1) Emulation Settings->EE/IOP
2) Emulation Settings->VUs
Off Topic:Yeah Nvidia 6150 is not gonna be able to get you 45-60FPS in most games but compared to that try games which don't require very high graphics for e.g. Marvel Ultimate Alliance 2 or Hulk or Digimon World 3,4 & You will definitely get playable FPS rates
