If by better you mean faster then yes it probably will, try some speedhacks (VU cycle stealing works nice as far as I remember) and setting GSdx to use the "native" option. Show us your PCSX2 settings so we can help better.

I still have low fps even with the beta and all speedhacks

I have another computer that has:
intel CORE I7-860 2.8 GHZ
8GBram
windows 7 64bits
NVIDIA GeForce 9800GT 1Gb

would it work better with that one?

Try overclocking your CPU. It might help because it helps me increase the fps by a lot.

checking all the speedhacks isn't a good idea.
they can slow down the whole game.
try enabling them one by one and keep the ones that are useful only.
