Maybe try setting GSdx to more default. Make Texture filtering a filled in box, not a check. Un-check Allow 8-bit textures and try internal resolution, not scaling. 1024x1024 should do just fine with your GPU.

Also, have you changed any other settings? I have to ask, because this game runs fullspeed on my lesser specs no problem, even at high resolution.
