Help When I Played It, It's Blurring And I Got only 15 FPS!

My Computer:
Processor: Intel® Pentium® Dual CPU E2160 @1.80 GHz 1.79 GHz
Ram: 2GB
VGA: Nvidia GeForce G210

Plugins:

GSdx 890 (MSVC 15.00, SSE41) 0.1.14 [The ***** Thing Is Not Detected]
GSdx 890 (MSVC 15.00, SSSE3) 0.1.14 [ I Using This, I Think This One The Best After SSE41]

Nothing you can do about it, GT4 needs a processor around 3,8 Ghz to work full speed and a medium class graphics card (yours is very low end) and you're 2Ghz behind what you'd need for full speed so looks like the speed you get is normal.
