What graphics card do you have?

You have a very slow CPU and I'm guessing an even worse graphics card which probably doesn't have the minimum requirements to run PCSX2 in which case there's not much you can do about it, maybe using a (Software) renderer in GSdx would work but it would be extremely slow. PCSX2 just isn't for that machine.

i think you right but can Graphics card solve that

tried latest beta instead of 0.9.6
update your directx to June 2010 version tested BUT NOT WORK !!! (the same error)

sorry not work like my pc is bad noooooooo YOU CANT DO ANY THING WHIT DAM OLD COMPUTER

Maybe if you can actually find one to upgrade that system... which I doubt... but still you would be left with a very very slow CPU. You're better off getting a new PC if you still want to try PS2 emulation.

can you please tell me The highest quality standards to run the program you know some thing like how much ram & cpu .... and other improtant things

Read the readme and the stickies (http://forums.pcsx2.net/Forum-General-Discussion ). That's what they are there for you know.
