I do not have a cpu section under the dropdown config menu. How do I fix this? I have a i7-930 if that matters

Well, if you do the above recommendation, PCSX2 will utilize every sse function your CPU supports, the best that it can.
The guide mentioned a separate cpu section.

It is written for .96 though. Did the update remove this?
