Hello so here are my specs,

Windows Vista 64-bit

AMD Phenom 9650 Quad Core Processor 2.3 ghz

8 GB ram

nvidia geforce 9400 GT 1GB

I am trying to run dragon ball z budokai 3 and at the menus im at roughly 60 fps with limiter on, without im about 120 fps, as i move to character select screen my fps bumps down to 40 and as i actually play the game the fps go even lower to about 30-40, the game is not incredibly slow but it is slow enough to annoy the hell out of me, my question, is my system good enough to run this game, if any game? let me know what you think, thanks in advance.

2.3 Ghz is a bit low, and your low GPU won't help either.
try setting both clamping modes to none and use some speedhacks.
set gsdx internal res to native.
Try SuperVU [Legacy] as well
