PCSX2 is a PS2 emulator, not a PSP emulator.
Now for your problem and assuming it's a PS2 game, PCSX2 settings? Plugin settings? Have you configured all buttons in the controller plugin including both analog axis and the dpad?

From main menu in 0.9.6: "Config > Controllers > Pad1" and configure the analog sticks and the D-Pad (Digital pad).
From main menu in 0.9.7: "Config > Controller (PAD) > Plugin settings > Pad1" and configure the analog sticks and the D-Pad (Digital pad)... or basically just configure everything there.
