Some googling has shown me that the e4600 can reach about 3.0 GHz to 3.2 GHz overclocked;
nearly a whole 1 GHz of extra power.
It's moderately complicated though.
You should do some google searches for more specific info and how-to.
But, yeah, you will see a significant preformance increase from overclocking,
but still won't get a solid 60 FPS (or 50 FPS for PAL Games) with that cpu on some games, but you'll get close.
I dunno how DBZ Games preform on pcsx2 specifically, but I'd venture a guess that so long as the games don't have some of weird programing (like, say, Dark Cloud 2 or Tales of Symphonia) you should at least be able to hover around 40/50 (PAL) or 50/60 (NTSC) fps.
