Current Setup is

Pentium 4 3.0GHz 1MB cache
3.5 GB of DDR 400 Ram
Ati Radeon HD 4650 OC'ed at 700mhz(core) 500mhz(mem)
Western Digital 320 GIG HDD with 16MB cache
An old Dell OEM motherboard (I run games like Oblivion and Fallout 3 fine on it despite how antique it is)

I am looking to play games like Gran Turismo would I be able to get 30 FPS

the cpu is really bad and the gpu can barely do the job.

also fps are not like pc games, you will need stable 50 or 60 fps to play the game at normal speed. maybe you can get gt 4 to run at 30 but it would be reallyyyyyyyyyy slow.
