ok so F8 is suppose to take snaps right? It does not show up in my folder. And where can I see the config file what the different F1-F12 keys do?

You can't and I just tried F8 on pcsx2-r4499 and the button work fine(GSdx9 HW mode)

thats weird, not working for me.
Try switching the keyboard api if using LilyPad controller plugin, try also changing the controller plugin if still no luck.
Oh and make sure you press the keys with the GS window in focus I guess.
You using old plugins and new pcsx2 or new pcsx2 and old plugins by any chance?
