All the above but the original symptom suggest simply the "disable framelimiting" is enabled... yes it sounds confuse enabling a disabling feature...yet logical.

Actually no previous post had pointed that little box in the GS window 
(maybe some newcomer reading the thread becomes aware it exist for a reason).
PS: it's like the interlacing function in GSDX... one could bore to cycle it every time or just set it to the desired one at once. In the case, limiting the frame rate from start or using F4 every time starting a game.
