If your system is capable of running a game faster than 100%, turbo mode lets you "fast forward" through boring stuff like cutscenes and crap if you so desire.

Its not faster use frame liniter NONE instead turbo? XD

NTSC games run at either 30 fps for some racing games, but most games typically capped at 60 fps running at full speed. In pcsx2 you can remove the limiter and go above and beyond 60 fps, which is good for RPG games if you want to pace through it
