Okay so my settings are default mostly, except for Direct X11 and my resolution. I have tried to run this game in Software and Hardware and the game still wont start, I also tried a few of the hacks.

My speed hacks are both set to minor speed up/good compatibility.

Any suggestions?

MAYBE its because it wants BIOs 1.00? I have no clue,
(SYSTEM.CNF) Software version = 1.00
(SYSTEM.CNF) Disc region type = NTSC

The bios version is not relevant. (And that string means the game version )
Try to start the game with a full boot and try an alternative SPU2 plugin.

Shadow Hearts 2 works in 0.9.8 with default settings so my guess is your ISO image is damaged

Make sure ISO is proper. Disable Frameksip if using. and try using a custom resolution such as 1024x1024.

Okay so I followed your advice about the plugins and it works perfectly, i had to start it in software, and start a game.
Then I had to switch to Hardware and load my save state. Works fine for now.
