Giorgakis try enabling 8 bit texture, it'll make the ice scene lag less i think but itll cause graphic glitch

Have you seen his fps (17,99) Overclocking gains few fps but to reach 50-60 he needs new rig or pcsx2 from the future. There is no sense to force it especially if you have no experience.

guess I will have to wait till technology changes a lot and more computers will be able to handle pcsx2 at full speed...(I would continue playing this game on my ps2 but unfortunately my ps2 doesnt read disks ...so thats why I stick with pcsx2...)

You dont need to wait for technology to change to replace your budget GPU ;p
