My PC Specs :

AMD PHENOM X3 8450 2.1 GHz
4GB DDR2 RAM
XFX GeForce 8400GS 512 MB

I'm able to run it.It runs at about 50-55 fps at menu.but drops wen game starts.sometimes it becomes tooo fast sometimes toooo slow...also commentary s lagging...is there any way,some tweaks or something dat will do the job??

try downloading latest SVN and enable MTVU hack.
set gsdx internal res to native and use some speedhacks (try them 1 by 1, not all in the same time)

don't expect miracles since 2.1 Ghz is pretty low for pcsx2 and your GPU is weak too ...
