You probably don't see the screen switching to 16:9 since you're increasing the vertical FOV at the same time (the addresses to change the horizontal and vertical FOV are close to each other). So what you get to see instead is the camera "zooming out".
Also keep in mind that all addresses subsequent to the address responsible for the screen turning green are still possible candidates, even if you can't see any FOV changes (which is no wonder, the screen is green and maybe frozen after all). You need to sort out these addresses since they make it impossible to examine what all the other addresses do.

Is there any reason why patches for Xenosaga I and III are available for the J version, but not the NTSC? Is there any way we could get them transferred to work on NTSC? I'd love that!

PCSX Reloaded has a built in widescreen hack.
I tested with Jackie Chan Stuntmaster and it worked perfectly.
Here's also the patch for Resident Evil Outbreak NTSC-U but with the game code SLUS 207.65, it uses a different address by both already posted PAL and NTSC versions plus it has a different CRC. (I know it's silly)
