I found a pnach code on youtube by SolidSnake11.
Adding it here for the next archive update w/ the CRC #.
Tested it on ps2 hardware and works in all modes except character gallery mode.

I am looking for widescreen code for GTA3 NTSC-U and Vice City NTSC-U 3.0 that actually applies widescreen. Couldn't find any.
I tried the code above using pnach patcher and ps2 hardware and thats excatly what happens here: Vertical stretch and zoom. Same goes for this code(from the archive)

Mind you, I'm using OPL w/ inbuilt cheats feature.
Can't speak for VCv3 because I don't have it, but it should work fine as well since only the memory address got shifted.
EDIT: Oh wait, I think I understand what's going on.
Those stretched 4:3 screenshot you posted wasn't how it originally looked, zoom wise.
What these codes do is basically increase the FOV (Field of view) for the widescreen mode, the problem was it will increase the FOV for the 4:3 mode too (hence the zoomed out look, also notice how the Claude/Tommy looks bit compressed).
So, those "cut-off" you saw with widescreen mode on enabled was how the default FOV in 4:3 mode should look like.
Also, these codes were meant to be used with widescreen mode enabled in the game's pause menu anyway.

There's an option for this already in the game you know
, it's called "Trails". Set it to "Off" to disable the effect.
Unless you're talking about VCS, which AFAIK has no option to remove it.

Those codes should work. I've tested them myself on original hardware. Also, it may depend on your ps2 console. I've had several games not work on slim models, only on phat models.
Not sure what ps2 model you have.
A second option if you are not sure what the CRC of your GTA Vice City game is, then you can check with PCSX2 by loading the ps2 disc directly.
The only weird thing with GTA 3 widescreen pnach is the aiming with certain weapons make the camera go crazy.
I've also tested the NTSC J region version recently and has the same issue unfortunately.
Yeah I was confused about the zoom level in 4:3 screen ratio. I should have checked 4:3 without patch when comparing to widescreen and patch applied. The codes are working now
