If I save state a game without speedhacks and after that I decide to use speedhacks will it work? Thanks

I tried but the speed is the same, that's why I asked.
Yes it works. Most speed hacks are recompiler options, and the recompiler is wiped clean anytime you load a savestate. That is, it recompiles the code anew, using all the new settings.
