Actually, have your Jack learned to use volty Blast???

From your screenshot, I can see that you started a new game..

Ok, first you need to have Jack learn all his regular attacks first. After he learns his last regular attack, the next attack he will learn is his volty blast.

And you need to do this for each particular weapon like spears, two handed swords and axes.
