I'm getting 3.5 FPS with graphical artifacts in OpenGL Hardware mode. It works fine in OpenGL Software, seems to be working at the same speed as in D3D11 Software. Although, I'm using Dec 7 2014 build of PCSX2 because newer builds crash when I change GSdx settings.
