Using Thermal Goggles will slow the game down to 30fps, and it will slow it to 2-5fps if you run it any higher 2x Scaling on D3D Internal resolution

Comments:

Almost entire game run at fullspeed. Some frame and speed drops spotted in few cutsceness and some locations, but not <75% of speed, except alert mode when a lot of guard(4-6) are coming with flashlight - sometimes its drop speed to 50-60%.
I used GSdx mode - DX11 HW, Custom Resolution - 1280x720, Thermal googles works fine and dont cut the speed nor fps.
Note - i played with stream and it cause some aditional pc resource usage, without stream game would be run much better. Also, for increasing performance, can help turning off "Allow 8-bit textures" in GSdx settings.

Bugs:

Some minor graphical bugs with skin color of characters - on Tanker chapter in last cutscene Ocelot got this bug and the same bug in AG scene in Ray, and Fatman on Plant chapter in hes cutscenes.
