Edit: "EETimingHack = 1" is still "needed".

Nvidia GTX 970 ssc
(16 GB RAM, Samsung 850 Evo SSD)
Build Description: Pcsx2 1.3.1 - Windows
Bios: USA 2006
EE/VU Clamp Modes: Normal
EE/VU Rounding: Chop
Speedhacks Used: N/A
Game Fixes Used: N/A
Amount of testing done: Much
No fixes or speed hacks enabled. Shadeboost is on, basically everything else is off. 4:3 aspect ratio, 6x native resolution. FXAA works but is not required. DX11/10 Hardware Mode. 58-60 fps constant, minimal to no stutter, very smooth. Almost as glitch free as on the Ps2, but much prettier.
Glitches:
1.Fire halos show through walls at close range, but are stable. This is an improvement over v. 1.2.1, where they would flicker on and off continually.
2.Sunglare shows through certain mountain geometry, but is stable and otherwise glitch free. This is an improvement over v. 1.2.1, where it would flicker.
3.The sky is distorted in a pinwheel pattern, but only above the character, straight up. (Not on the horizon.) Glitch usually unoticeable unless flying. Identical as 1.2.1. Turning texture filtering off fixes it, but an actual fix which doesn't turn the textures to blocks would be more worthwhile.

Do issues 1 and 2 go away if you use a software renderer of GSdx? Did you test the new OpenGL blending accuracy options?
