Set the power plan to High Performance and plug your laptop into the power socket.

If you still cannot get 60 FPS, you cannot do anything until you can get better hardware. 2 months ago my friends played that game on a i3 2100 and it ran at full speed all the time. Of course the i3 2100 is much powerful than yours. AFAIK that Dragonball game is quite demanding.

I hear that Wii version of that game running of Dolphin is much faster. Perhaps you should give it a shot.
