What issue actually?

Lags? Glitches?
seeing from his specs and speedhacks used, probably lag issue

Major lag and audio lag issues
I.AMD laptop+HP branded laptop is known to be high-temperature load on emulation the higher the heat the CPU will be slowwwer it is.
download CoreTemp
and run CoreTemp and pcsx2 simunteniosly, after 10 mins show us your temps.
II.other sceanrio is you maybe using batteries during emulation
III.you maybe also set "power saver" this may includes "Cool and Quiet" reduces CPU speeds.

keep in mind w/ those 3 symptoms mention above.
I will run core temp when I get home later today.
I had set the power mode to maximize power pull.
use ZeroSPU if you're using an older version on PCSX2, also try the latest beta as well as the settings I provided in my signature
