i wonder if a graphic plugin optimized for SSE3 (wich Amd procesor have) would run with faster framerate then a plugin optimized for SSE2.i only saw plugins optimized for SSSE3 and SSE41 for Intel C2D C2Q.

No there is not and probably never will be.The SSE3 extensions,as Gabest has stated,have nothing that can be useful in PS2 emulation unfortunately.
