How do I transfer my save states to it? I used a normal Pcsx2 9.8 before with the older plugins. Or do I just need to transfer the new plugins to my old Pcsx2 folder?

You can't transfer save states,they are version dependent.
Use the old version to save your progress to the memory card and then load the card into the new pcsx2 version

You can't transfer save state between such massive different of revision, save to memory card instead and copy that to svn mmc folder.
