can't tell if geforce or radeon

if geforce, keep the vertical resolution below 1520 (1500xWhatever)
If Radeon, keep the vertical resolution below 1024 (1024xwhatever)

Just use x2/x3 scaling. Try disabling HW hacks if you have them.

Oops, I meant (after seeing you pic) try ticking texture filtering and enable 8-bit textures. In my experience, cell-shaded games NEED 8-bit textures to look like the PS2.
