It's not about legality. This isn't even considered the same thing. That online guide is for games such as SOCOM, Monster Hunter, Sniper Elite, Phantasy Star, (I.E PS2 games with online capabilities). While this one is similar to how you can play multiplayer SNES games on a SNES emulator over the internet.
What's illegal is doing a different method to achieve online PS2 play using a different method than in that guide you linked.
