So heres the deal. I emulated this game before and it ran perfectly but i remember i was having trouble to make it work at 60 fps...

Not long ago i formated my pc and i lost those settings.

Right now i get 30 fps cuz i cant remember which plugin i used...

My cpu is not limiting it since it only goes up to 55% so it must be my gpu which is a amd radeon hd 7400m

In order to help you further with your problem, please make sure the following are all provided.

• Your hardware specs - CPU, Graphics Card, Memory, Operating System.
  
• The version of PCSX2 you are using.
  
• Any non default settings you are using.
  
• If you are playing your game from ISO or DVD.

Edit: Lock thread! i kinda fixed it by downloading the last revision and using the latest gsdx sse3 checking native, enable 8-bit textures and enabling mtvu on speed hacks
Edit 2: Actually don't lock thread! game still feels laggy sometimes on battle
