My guess is your graphics card is staying on 2D clocks, try increasing the internal resolution to 3x and see if that gives you a speed boost. Then find a way to force 3D mode on when pcsx2 is running

post the settings in your control panel > Power options please?

(note: click "change plan settings" and list what is there. PCI, , processor state, and anything else you think is relevant)
