if you use gsdx from 1888 - it is fine!
here is the very last gsdx build, but i would not recommend use it (cause i did not try it myself and it could be unstable or/and designed for the new gui version of PCSX2):

as far as i know, the fog is visible in the DirectX 9 mode. So, you should use DirectX 10 mode (after you install Vista/7 )
as the matter of fact, i an playing GoW 1 now without any visual problems (only one problem in the middle of the game cant get pass this bug.. waiting for the developer's reply). If you have PAL version, i suggest you try NTSC version, because PAL seems to have a lot of problems
