I bought a new laptop 2 days ago with CPU Type Mobile DualCore Intel Core i5-2430M, 2800 MHz (28 x 100)
I'm trying to play on software mode but my fps doesn't exceed 30 and I think it should with this cpu
Any suggestions?
first thing to do is set your power plan in windows to "high performance" or "maximum performance", this will stop the cpu throttling for no reason. Generally this is the main problem with laptops running slow.

and also don't run pcsx2 in laptop batteries
plug-it-in to the AC power.

I can't play it in hardware because those stripes appear
Ok the other thing you could try, in the gsdx config at the bottom it has extra rendering threads, try it on 2 or 3, see which works best.
I'm using 64 bit windows 7
does that matter
