I've just downloaded GTA SA, and the frame rate is very slow. Is there anything I can do to change it?

AMD Athlon II X2 240 ~2.8GHz
Windows 7 Home Premium 64-bit
500 GB HDD
4 GB ram
DirectX 11
ATI Radeon HD 3200 2GB
