I just wanted to know if i would be able to play Dragon Ball Z Infinite World with the following specs:
Intel core i3 - T348M 2.3ghz 4gb ram Graphics Card: Intel ® HD Graphics 3000

Can't find that processor, did you mean:
Intel Core i3-2348M @ 2.30GHz
?
The chances are low, especially with that weak IGPU.
But you can always pop the disc in your drive and try it.

yeah lol i meant that processor and i have tried playing it but during battles i only get like 30fps and i just need a little more boost, any suggestions for stuff like the config?

Set native resolution.
Try Speedhacks in this order:
MTVU
EE cycle rate(increase slider by 1, try, increase, try, etc)
VU cycle stealing(do it same way as EE)
Note that VU stealing can cause false FPS e.g. it shows 60fps when it's obviously not.
In the game window, what are EE and GS %?

EE is 63-83% and GS is 72-89%
It's looking like your system just isn't up to par.

meh, i've played it and its okay just a little lag during fights but its not hugely gamebreaking - its playable.
