I think I have captured all the relevant info in the attached image. The only setting I have changed is that I am using waveout for sound.
Is better i thin you downloaded a other SVN of pcsx2 and try again,brcause maybe you corrupted these.
EDIT-You can restart you computer?you system?
I just tried with the latest SVN and the same issue occurs.
Change the audio setting from Waveout to Xuadio 2.

If you still get issues, download all the x64/x86 versions from the links below, uninstall all your C++ versions, and install the latest ones that you downloaded. Also install the 4.5.1 Framework.

Remember to only download the x64 and x86 versions, not the ARM ones.
changing the audio does the same but also adds the attached error. which is why I switched to waveOut to start with. I will reinstall all the C++ and try again
Then I'd say you need to update DirectX based on that Xaudio error.
I am on DirectX 11. See attachment. In Windows 8.1 there is no standalone installer as far as what I read. It only gets updated via Windows Update. There is nothing available on Windows Update. Perhaps I am missing something.

Also, I installed both x64 and x86 versions of C++. Should I only do the x64 is I am on a 64bit machine?

If I change the GS plugin to ZeroGS, it works. Is there anything wrong with using it that way?
ZeroGS is openGL, which is another hint that DirectX is your problem.

Yes, the issue it's a very old plugin with low compatibility.

Just as a test, switch back to GSdx and then in the plugin settings set OpenGL hardware. See if it works. If it does, then I guarantee directx is your problem. GSdx OGL is a work in progress too BTW.

That worked, Is it ok to use this way or will there be issues?

There will be issues. GSdx OGL isn't complete either. I mean you can try it, but don't be surprised if something gets screwy.

Xaudio2 was part of DX9, so it might help.
