Those bios rom skipping messages are perfectly normal.

What did you wanna know about Dragon Quest 8?
just any hints to make it run smoother, i was playing a bit of Valkyrie profile 2, got an iso from a friend and don't think it ripped properly, im running it at about 80%EE all day, and with grainy looking graphics + lag like a snail, upset my day, and i think this games is less demanding for req's anyway

Okay haha Dragon Quest 8 is one of the most GPU intensive game on here.

You could try speedhacks.

You could try skipdraw, find a number which takes away the effects which make it so demanding, although you might have missing graphics and stuff from doing this.

Make sure you only play it on native resolution.

Valkyrie profile 2 is still very buggy as far as I know and it's very CPU intensive.

Looks like your system is just too weak.

You can try MTVU speedhacks and EE Cyclerate Stealing speedhack for Valkyrie profile 2. It may make it worse though.

Also make sure you laptop power plan is set to high and make sure it's plugged in.

Here a link from a recent thread. Perhaps you could try what they say.

Then rip it from your Ps2 DVD.
