I have a 2011 Toshiba Satellite C655D (specs below)

Processor: AMD E-300 APU with Radeon™ HD Graphics 1.30 GHz
RAM: 4.00 GB (3.60 GB usable)
System Type: 64-bit OS

What are the best settings for PCSX2 with this laptop? I understand that it's not the strongest unit, but I would like to play the .hack//G.U. games as smoothly as possible.

Don't even bother with that. That game will not be playable.

What would I need to run that game? I'm in the market for a new laptop or desktop anyways.
current i5/i7 will do desktop cpu not mobile no clue about AMD as i avoid them like the plague as they have terrible performance compared to intel as far as gaming goes

You need a pretty good laptop to run pcsx2, I can run most games at 3x scaling with mine.

Well you have to decide if you want a desktop or laptop.

Desktop will work out much cheaper and have superior performance.

What's your budget?
