i dont know what i did but how to make it normall 60 fps
try pressing TAB
More FPS isn't a bad thing, it just means you have more frames than you need, and can result in screen tearing. Now if you mean that you're playing as if in fast forward mode on a DVD, then pressing tab as Nobbs suggested would be a good idea. Also make sure disable frame limiting under the graphics card settings isn't checked.

Not with pcsx2.
Fps are synchonized with game speed.

Yeah, and actually with TV standards tied consoles in general Smile

The most common mistake made by many newcomers is not to understand that that PCSX2 FPS actually is more like emulating the TV refresh rate. But since is somewhat mixed, the game's actual motion pace becomes inserted in it and then dependent on it.

In actual PS2, if that Refresh rate was messed the effects would be very unpleasant, much beyond just changing the action speed... serious advice, don't try changing the monitor's refresh rate unless knowing very well what you are doing.

Edit: On the other hand, excess speedhacks may change that motion pace so the game might feel lagging even it the actual PCSX2 FPS is increased to nominal value.
