That's a hard question to answer. But for PCSX2, something with an intel i5/i7 and a dedicated graphics card. Most likely something in the 1000 dollar range.
If you could give a specific name for the computer you recommend, then what would it be?

Its a touch screen HP laptop. Steam games like Slender and Outlast work perfectly with no slowdown even when recording with Bandicam, so why emulators?
Though N64 emulator Project 64 works perfectly.

It's not a bad laptop when it comes to pc gaming (well, not the best, but not bad for a laptop) Problem is you are comparing PC games to PS2 emulated games. Which is a ridiculous nonsense. In terms of CPU resources, Pcsx2 can be WAY more demanding than any PC games (they rely more on GPU power.)
