I HAVE A DELL VOSTRO 1510 AND I PLAY DBZ BT3 PS2 ON PCSX2, THE GAME RUNS AT 60 FPS AND IN TURBO MODE REACHES 100+ FPS!, BUT WHEN THE FIGHT STARTS IT GOES TO 0-20 FPS, WHAT DO I DO?
FIRST YOU DON'T TYPE IN ALL CAPS.
SECONDLY YOU PUT YOUR QUESTION IN THE RIGHT AREA OF THE FORUM.
THIRDLY IT IS MOST LIKELY BECAUSE YOUR CPU IS TOO SLOW.

Did you not read what you wrote before you posted it?
Anyway, I looked up your CPU. There is no way you are gonna get any 3d games running full speed on that rig. However you might get playable speed by looking here and doing what it it says:
