I want to upgrade to a 9500gt. I know it may not bee as fast as some 8800 but this one is pretty good.

AMD 3000+
1GB RAM
7300GS
DX9

I know my processor is poor, i currently get an average of 15-20 fps on games what kind of speed can i expect with this new system. Also with this upgrade be better for general pc gaming.

*upgrading only the video card might cause serious trouble in your current CPU performance and cannot handle the video card's peak intensity.
you need also to upgrade your CPU...Intel will be the highest-priority

*a DX10(Not vista)???? are you using Win7??
Short answer is no, for pc gaming maybe you can play well from games at 4 or 5 year old.
Your processor is still a little bit too slow, because to get more fps in games with pcsx2 the processor is the most important thing.
But for general pc games you are good to go ^^

i think it can run only 2D games e.g. Harvest MoonWackoTH or Disgaea
Hmm.. Seems he can not play that game in decent speed because his cpu is single core, clock at.1.8/2.0ghz event with 9500gt=8600gt (renaming card)
