That CPU should be able to do a lot better than this. Something is suspicious.

@OP - Are you sure the PCSX2 is using your 770 and not the iGPU in the Intel chip?

That's a good point. How do I check which one PCSX 2 is using?

Under adapter is should say GTX 770 or something like that

Yes it is using my NVIDIA GeForce GTX 770M and under Renderer it has Direct3D11 (Software)
Change it to Direct3d11 Hardware. This is most likely your whole problem.
Looks like hardware mode did the trick, now I'm running at 60 frames. Thanks to everyone for all the help!
