Still, his cpu should be enough.
If you can, record a video of your gameplay so that we could have a look.
Doesnt recording videos of games from pcsx2 run full speed reguardless if said system can do full speed. or am i remember something from here that is false?
If you use the recorder built into GSdx then yes is does make videos run at full speed regardless of whether or not the pc is capable of running the game at full speed. Of course you can use something like shadowplay or FRAPs and the video will run just like the game.

Depends on the recorder you're using.
I was supposing he would use an 3rd party one.

now, try launching the game on your PS2 and compare both.
BTW Using MTVU with SoTC is generally not recommended, as it will cause slowdown.

I tested the games on PS2 from a friend and not slowing problem.

I tested with and without MTVU and this is alike.
